The Challenge

JOTC, Jordan's leading independent open-access storage provider in the petroleum industry, faced significant difficulty aligning strategy across 13 different functional departments with diverse backgrounds. The organization needed to shift employee mindsets toward strategic thinking while ensuring all departments understood and contributed to organizational objectives using consistent language.

With services spanning storage, handling, transportation, aviation fueling, and bunkering, the complexity of coordinating strategic direction across such diverse operations presented a major leadership challenge.

Our Approach

EDAMA implemented a 4-month consulting engagement using the Balanced Scorecard methodology, combining strategy consulting with intensive training and coaching:

Facilitated strategy workshops with the Board of Directors and executive management to define strategic intent — vision, mission, values, and high-level goals. Conducted comprehensive external analysis using PESTEL and Porter's Five Forces frameworks, alongside internal assessment through value chain analysis and VRIN resource evaluation.

Delivered structured manager training for 24 employees and one-on-one coaching for 13 department heads. Translated the corporate strategy using Strategy Maps and Balanced Scorecards with clear KPIs, then cascaded the strategy to all 13 departments with operational plans including objectives, KPIs, and budgets. Provided an implementation roadmap and strategy launch workshop to ensure organizational alignment from day one.

Results & Impact

JOTC's Board of Directors strategy became actionable, and the managers in all business units mastered the strategy planning skills needed to drive execution independently.

Strategic performance was integrated into employee evaluations, creating direct accountability for strategic outcomes. All performance-gap initiatives progressed on track, and leadership was positioned for sustained performance improvement across the organization.
